Midwest where? I don’t know if Michigan counts but I’ve never heard anyone pronounce it that way.
I’m thinking it was Kansas City.
I can confirm it sounds like ‘Ruff’.
My extended family from Idaho/Montana say “Ruff”.
Somewhat similarly, when they say wolf it’s said as “wuff”.
