I have accidentally spawned a Kuva Lich with a weapon I don’t want and someone told be I can change it but I can’t seem to find where.

As noted, you still have to defeat it, but if you want the weapon type, but not the element, the element can be changed by getting the same weapon type with the element you want and fusing the two weapons together. (Which also boosts its percentage bonus.)
There isn’t. Your only option is to defeat it and select a new lich.
